REGULAR MEETING MINUTES

Monday, March 23, 2026

7:00 p.m. City Hall

Present: Mayor Glenn Switzer Councilors Luke LaCroix, Ashley Gallagher, Grant Modory, Luke Swartwood

Staff: City Engineer Dustin Tipp, City Planner Nate Sparks, City Municipal Financial Advisor Shannon Sweeney, City Administrator/Clerk Jenelle Teppen

CALL TO ORDER

Mayor Switzer called the meeting to order at 7:06 PM.

PUBLIC COMMENT

Tim Smith, 515 River Valley Lane spoke to water quality issues within the Cannon River Estates development.

Tami Peterson-Smith, 515 River Valley Lane also spoke to water quality issues within the Cannon River Estates development.

Cindy Hause, 555 River Valley Lane spoke to water quality issues within the Cannon River Estates development.

APPROVAL OF AGENDA

Motion by LaCroix, second by Swartwood, to approve the agenda. Motion Carried Unanimously (MCU)

CONSENT AGENDA

a. Regular Minutes of March 9, 2026

b. Consider Approving Low Potency Hemp Edible Retail Registration Application

c. Disbursements - $80,032.41

Motion by Modory, second by Gallagher, to approve the consent agenda. MCU

REGULAR AGENDA

a. Consider Resolution 2026-15 Calling for a Public Hearing Regarding a Proposed Tax Abatement

Shannon Sweeney, the City’s Municipal Financial Advisor from David Drown Associates presented the item noting that the proposed developer has withdrawn their application for a tax increment financing district and has applied for a tax abatement district. The developer and home builder have revised their agreement and the income restrictions that were originally included in the tax increment request have been withdrawn. The Tax Abatement amount is $2,075,003.60 and is attributable to the cost of deferred improvements from earlier phases of the Stoneridge Hills development.

The Public Hearing on establishing the Tax Abatement District will be held on April 13, 2026 and the City Council will consider approval of a Tax Abatement Agreement.

Motion by Gallagher, second by Swartwood to approve Resolution 2026-15 Calling for a Public Hearing Regarding a Proposed Tax Abatement MCU

b. Consider Approving Response to Bridgewater Township Letter Regarding Annexation

Motion by LaCroix, second by Gallagher to Approve a Response to Bridgewater Township MCU

c. Consider Resolution 2026-15 Accepting Plans and Specifications for Schilling Drive Sanitary Sewer Repairs

City Engineer Dustin Tipp presented the item noting that the project was originally scheduled to be completed in 2025 but was delayed to give one of the adjacent property owners time to complete repairs to their parking lot.

Motion by Swartwood, second by LaCroix to Approve Resolution 2026-16 Accepting Plans and Specifications for Schilling Drive Sanitary Sewer Repairs. MCU

REPORTS OF OFFICERS, BOARDS AND COMMITTEES

The City Administrator reported that she and the City Engineer held a meeting with one of WSB’s Landscape Architects to review and discuss various grant opportunities through the DNR specifically focused on improvements to the trailhead area adjacent to the East Cannon River Trail and the City’s dog park.
