REGULAR MEETING MINUTES

Monday, September 26, 2022

7:00 p.m.  Dundas City Hall

Present:  Mayor Glenn Switzer; Councilors Larry Fowler, Luke LaCroix, Grant Modory, Luke Swartwood

Staff:      City Engineer Dustin Tipp; Administrator/Clerk Jenelle Teppen

CALL TO ORDER

Mayor Switzer called the Council meeting to order at 7:00 p.m.  A quorum was present.

PUBIC FORUM - No one spoke.

APPROVAL OF AGENDA

Motion by LaCroix, second by Swartwood, to approve the agenda. Motion Carried Unanimously (MCU)

CONSENT AGENDA

Motion by Modory, second by LaCroix, to approve consent agenda.

Regular Minutes of September 12, 2022;

Disbursement Report - $70,684.10.  MCU

OLD BUSINESS - No old business brought before Council.

ORDINANCES AND RESOLUTIONS - None brought before Council.

NEW BUSINESS

Consider Accepting Quotes and Award Contract for Sanitary Sewer Cleaning and Televising

City Engineer Tipp presented three quotes for a contract on sanitary sewer cleaning and televising. He stated after reviewing quotes with staff the recommendation was to award contract to Pipe Services.

Motion by Fowler, second by Swartwood, to accepts quotes and award the contract to Pipe Services, of Shakopee, MN, for Sanitary Sewer Cleaning and Televising at a cost not to exceed $36,991.49. MCU 

REPORTS OF OFFICERS, BOARDS, AND COMMITTEES

City Engineer – Dustin Tipp

Tipp reviewed his report noting bike lane and no parking signs have been ordered; for the CSAH 1/Hwy 3 pedestrian crossing he is working on a letter of intent to apply for the Active Transportation (AT) grant funding thru MnDOT; and Dundas Dome is planning to complete parking lot by October 31 to avoid the need for an extension of the Developer’s Agreement.   

CLOSED MEETING AS ALLOWED BY MN STATUTE §13D.05, Subd. 3(a), FOR CITY ADMINISTRATOR/CLERK PERFORMANCE EVALUATION

Motion by Switzer, second by LaCroix, to close the regular Meeting at 7:18 p.m. for the purpose of holding a closed meeting as allowed by MN Statute §13D.05, Subd. 3(a), for City Administrator/Clerk Jenelle Teppen’s performance evaluation. MCU

Motion by Switzer, second by Fowler, to close the closed meeting at 7:39 p.m. MCU

Mayor Switzer reopened the regular meeting at 7:39 p.m.  Mayor stated the Council held a closed meeting to evaluate the annual performance of the Jenelle Teppen, City Administrator/Clerk.  He stated those present were Councilors Larry Fowler, Luke LaCroix, Grant Modory, Luke Swartwood and Mayor Glenn Switzer along with Leah Koch of Campbell Knutson law office and City Administrator/Clerk Jenelle Teppen.

Mayor Switzer stated the City Administrator has met the Council’s expectations and are pleased with her performance.

Motion by Modory, second by Fowler, to adjourn the meeting at 7:41 p.m.  MCU
